Linda Stone, Executive Director

Linda is an environmentalist and entrepreneur with many years of nonprofit experience. She was educated at U.C. Berkeley and the University of New Orleans and completed the Goldman Sachs 10K Small Businesses program in 2016. Linda’s favorite accomplishment is creation of The Green Project, a New Orleans nonprofit that recycles paint and building materials and provides environmental education for youth. At Texas Water Mission, Linda is strengthening existing programs and finding ways to expand the organization’s reach, particularly through education in San Antonio.

Peter Maddox, Board Chairman

Peter is a partner in Royer-Maddox-Herron Advisors, specializing in healthcare strategic development. He has more than 37 years of experience in the health care field. He served as executive vice president and chief operating officer for Incarnate Word Health System (IWHS). During his tenure there, he acted as project leader for the creation of the co-sponsored health ministry between IWHS and the Sisters of Charity of the Incarnate Word in Houston that is now CHRISTUS Health. Peter has extensive experience in governance having served on several boards for private corporations, and not-for-profit organizations. Among others, hes has served on the board of CHRISTUS St Vincent in Santa Fe and Board Chair for Grupo CHRISTUS Muguerza in Monterrey Mexico.

John Hartman, Treasurer

John grew up in Tennessee (mostly). He earned a BA in International Relations and Economics at American University in Washington, D.C., served two years in the Peace Corps in a village in Mali, West Africa where he instructed masons in new hand-dug well construction techniques, and later earned his M.Ed. at Boston University. He was an instructor and academic director of the New England School of English in Cambridge, MA; Universidad Espíritu Santo in Guayaquil, Ecuador; and Westchester Community College in New York.

Christopher T. Fullerton, Project Committee Chair

Chris is a water resources expert, advocate, and attorney with degrees from Yale and the University of Georgia, plus a graduate certificate in water policy from the University of Arizona. He is currently taking courses at Seminary of the Southwest in Austin with an emphasis on creation care. He serves on numerous boards and advisory committees in the San Antonio area including San Antonio Water System (SAWS).

Cindy Fuqua, Board Member

Cindy is a retired environmental consultant to the oil and gas, and aircraft industries.  She received a Bachelor’s of Science in Geology from Stephen F. Austin State University and is registered with the Texas Board of Professional Geo-scientists.  She managed a wide variety of multi-media environmental compliance projects and third-party environmental liability issues.  Cindy is passionate about the environment, exploring the outdoors and traveling abroad.  She has traveled to Nicaragua to participate in reforestation and clean water projects and to provide school supplies to the villages where she worked.

Dianne Powell, Board Member

Dianne has lived in San Antonio for over 30 years and is deeply entrenched in the community. She has participated in more than 40 organizations both locally and nationally, and has served in leadership and board roles in numerous organizations. Dianne Garrett Powell has more than twenty years in strategic planning, marketing, development, sales, and management positions in both non-profit and for-profit businesses.

Rev. Walter "Jay" Buzzini, IV, Board Member

Jay is a native San Antonian. He received his BS from Texas A&M University, an MS from Trinity University, and a Master of Arts in Religion (MAR) from Episcopal Seminary of the Southwest. Jay worked for twenty-five years in his family's oil production business before attending Seminary and fulfilling a long-discerned call to ordained ministry. Currently, he is serving as Vicar of All Saints Episcopal Church in Pleasanton, TX. Jay has been married to his wife Katherine for twenty-eight years. They have two sons: Walt and Courtlandt. He has served on boards of many different organizations. Among them are Rotary, CASA, Scouting, St David's Episcopal Church, and St. Davids Episcopal School. After drilling and maintaining oil wells and pipelines for so many years, Jay is especially excited to be on the Texas Water Mission Board. He hopes he can be of real service in helping to bring clean water to people in need.

William Groos, MD, Board Member

Bill is a native San Antonian, a graduate of Alamo Heights High School (1966), Princeton University (1970), and the University of Texas Medical Center at Galveston (1978). He practiced pediatrics in a private group for thirty years, retiring in 2017. His late wife Monnie served on the Texas Water Mission board for several years. Bill has three daughters, eight grandchildren, and one shaggy dog. 

Bruce Flohr, Former Board Chairman

Born in Wallace, ID in 1939. Educated there while earning Eagle Scout rank. BS in Industrial Engineering from Stanford University. In 1977 founded RailTex, Inc. Started as a rail car leasing company, then grew into the world’s largest short line railroad company with 32 acquisitions. RaiTex became publicly traded in 1993. Sold company in 2000. Featured as the “Effectual Entrepreneur” by “Inc. Magazine” in 2011. Held the position of District Governor of District 5840 for 2006-2007 in Rotary and now chairs the District 5840 Finance Committee. Married in 1973 to Janet, raised 4 children and now has 12 grandchildren. Enjoys fly fishing and snow skiing.

Craig Donegan, Volunteer & Personnel Chair

Craig is a member, and past president, of the Rotary Club of Seguin (District 5840). He earned his Ph.D. in U.S. history, with a minor in medical history, from the University of Maryland, College Park. He has worked as a college professor, a journalist and, ultimately, owned and operated a commercial insurance agency for more than a decade before entering semi-retirement. He’s been a TWM board member for six years and is chair of the Volunteer & Personnel Committee.

Joshua Levine, Board Member

Josh is founder and owner of MBS Fitness in San Antonio, and a creator and operator of platforms in the health, wellness, and lifestyle industries.

Ambassador James Creagan, Board Member

Jim began his career at the Agency for International Development under President Kennedy and was appointed to the Foreign Service by President Lyndon B. Johnson. During a diplomatic career spanning three decades, he held numerous positions. He was named U.S. Ambassador to Honduras by President Clinton in 1996. In November 2009, he was an International Observer for presidential elections in Honduras. Creagan retired from the Foreign Service in 1999, and became president of John Cabot University in Rome, Italy. Since 2006, Ambassador Creagan has served as Ambassador in Residence and faculty at the University of the Incarnate Word (UIW) and St. Mary’s University in San Antonio. He is currently at UIW. He speaks Spanish, Portuguese and Italian.

Thomas Spurgeon, Board Member

Tom was born and raised in Muncie, Indiana. He came to Texas in 1973 for college (Southern Methodist University – Economics and Political Science majors) and stayed. Tom earned his J.D. from the SMU School of Law in 1981 and served as a municipal bond lawyer with the same law firm (McCall, Parkhurst & Horton L.L.P.) for his 43-year legal carrier - representing various cities, counties, school districts, river authorities, water districts, and other public entities throughout the State of Texas. Tom married his college sweetheart Carolyn in 1977.  They were blessed with three daughters who have blessed them further with eight grandchildren - all in San Antonio.

Teresa, who graduated from the National Autonomous University of Mexico with a Business degree, emigrated to the United States as an expat Manager with Procter & Gamble, where she continued her successful career in Supply Chain, Program Management, and Organizational Development. She retired in 2018 after 28 years of service. She then worked as an independent consultant helping nonprofit organizations in the Northwest Arkansas region. In 2020 she and her husband moved to San Antonio where she participated in the Masters Leadership Program to develop her skills as a board member.

VALUED VOLUNTEERS

Lynn Downing, Volunteer

Lynn is a regular supporter of TWM, volunteering on the Wine & Water and World Water Day Committees, and helping develop the coffee program. She has been a part-time Substitute Teacher with NEISD for over 17 years as well as Property Manager of 9 rental homes. She is devoted to volunteering, and passionate about her family, friends & little dog Winston.

Eberardo Ramirez Trejo, Intern

Eber is a junior at the University of Texas San Antonio (UTSA) in mechanical engineering. He is a proud first generation Mexican American from humble beginnings. The obstacles he has faced led to a deep love and passion for helping others and giving back to the world! He is serving as an intern for TWM this summer, providing support with the project application form in Spanish, translating well requests, and developing the organization’s coffee program.

Emzery Primer, Intern

Emzery is from Fort Worth, Texas, and currently resides in San Antonio. He studied Architecture, earning a Bachelor’s of Science from Prairie View A & M University. He is working on a Master’s of Science in Urban and Regional Planning at UTSA. Emzery has multiple teaching certifications in Core Subjects, Special Education, and Technology Education. He teaches Career and Technical Education at the middle school level and aspires to transition into an Urban Planning role as an urban or transportation planner with a focus on environmental sustainability. In between semesters, Emzery is interning with TWM assisting in the areas of grants, blogs and development of the coffee program.

Emery Betts, Volunteer

Emery is Executive Director of Sable Nonprofit Coalition Emery is the Executive Director of Sable Nonprofit Coalition (www.sablenonprofit.org) and is passionate about helping small human services nonprofits. He is from Dallas, Texas and has worked with PBS, AmeriCorps, and several small Texas-based nonprofits. He is helping TWM with web applications and is co-managing the organization’s new internship program.

Roxana Menes, Volunteer

Roxana has been volunteering with TWM since 2014 and has traveled to Honduras 10 times for the organization. Roxana lives in Phoenix, holds Masters degrees in Public Health and Latin American Studies and is completing a PhD from the Massachusetts School of Pharmacy and Health Sciences. She grew up in Spain and Peru. Her scope of work with TWM has included working with Regional Epidemiology Health Authorities to test water quality and safety, supporting the TWM Maestras through continuing education training and development activities, and providing support during health and hygiene community training.

Dr. Les E. Shephard, Volunteer

Les spent much of his career at Sandia National Laboratories in Albuquerque, New Mexico where he was actively engaged in pursuing technology solutions that address our 21st century energy, water and security challenges in regions of high strategic importance to the United States.  More recently, after 10 years teaching at the University of Texas – San Antonio, Les created NEXAS: Energy – Water SOULutions to work with charitable organizations that breathe life back into others by providing safe water and clean energy to communities that have neither. He is married to his high school sweetheart Darlene, and enjoys growing olive, fruit and pecan trees along the Guadalupe River in New Braunfels, Texas. Les has served on the board of TWM and currently supports the organization’s work in the Navajo Nation.

Dr. Louis Manz, Volunteer

Louis Manz is one of the founders of the Texas Water Mission. He led the first of the volunteer teams to Honduras to begin the work that has grown and continues. Now retired, he still works with TWM to study water issues.
